The Challenge
West Isle Community Development Society was created to address a critical gap in regional capacity across Inverness County. While the municipality was home to hundreds of volunteer-led organizations, there was no regional organization equipped to coordinate large-scale initiatives focused on housing, food security, population growth, and community development.
Established as an independent nonprofit closely connected to the Municipality of Inverness County, West Isle was designed to lead projects that municipalities cannot easily deliver while remaining accountable to community priorities.
As the organisation began taking shape, its leadership recognised the need for a clear strategic direction. The challenge wasn't simply writing a strategic plan, it was defining West Isle's identity, clarifying its role alongside municipal partners, and building something capable of responding to the complex realities facing rural communities.
Our Approach
For Morgan Murray, Director of Culture & Community Development with the Municipality of Inverness County, selecting Purposeful Group was an easy decision. Having worked with Chelsey MacNeil previously, he knew the team brought a deep understanding of rural development, social enterprise, and community-based organizations.
Rather than treating strategic planning as a standalone exercise, the process was designed to support the organization's day-to-day work while building its long-term direction.
"It wasn't just strategic planning over here while we paused everything else," Morgan explained. "The process helped us keep moving forward while building the strategy we needed."
Through facilitated workshops, planning sessions, and collaborative discussions, we worked alongside West Isle's leadership to clarify its mission, organizational identity, and priorities. As the organization's focus expanded beyond housing into areas like youth retention, newcomer attraction, and regional population growth, the strategy evolved alongside it.
Results
Since completing the planning process, West Isle has:
Begun identifying and assessing land for community housing developments.
Launched initiatives focused on youth retention and newcomer attraction.
Better defined the roles of West Isle, the municipality, and partner organizations.
Built stronger confidence in the organization's identity and future direction.
Enabled the organization to recruit representation from the broader community.
Introduced a West Isle staff person and a Board member to a Cape Breton organization that will partner on their first housing project.
Impact
Today, West Isle Community Development Society has evolved from an emerging concept into a recognized regional organization with a clear purpose and growing momentum.
"Six months ago, West Isle felt like an idea," Morgan reflected. "Today, it feels like a real organization with a clear purpose and momentum."
The strategic plan continues to guide West Isle's work as it advances housing initiatives, supports youth retention and newcomer attraction, and strengthens collaboration between the municipality and regional partners.
For Morgan, one of the greatest strengths of the process was that strategy never came at the expense of action.
"Purposeful Group understood that we couldn't put our work on hold while developing a strategy. They helped us build a plan that strengthened what we were already doing instead of pulling us away from it."
What makes West Isle unique is its close partnership with the Municipality of Inverness County. Rather than replacing municipal services, West Isle complements them by leading projects that municipalities are not always structured to deliver. Morgan described this partnership as the organisation's "secret sauce."
While the model was created for Inverness County, its potential extends well beyond one community. It offers a practical example of how municipalities and nonprofits can work together to tackle complex rural challenges and could be adapted by communities across Atlantic Canada.
